Ferrari's Carlos Sainz and Red Bull's Sergio Perez will start first and second for Sunday's Belgian Grand Prix - the
two drivers career best starting positions at Spa.
Three of the drivers with top five qualifying times, Verstappen, Leclerc and Ocon, are required to start from the back of the starting grid as additional power unit elements have been used.
Norris, Zhou and Schumacher will also start at the rear of the grid for the same reason.
Alpine's Fernando Alonso will start third on the grid next to Mercedes driver Lewis Hamilton.
Hamilton's teammate, George Hamilton will start sixth next to Williams Racing's Alex Albon.
Mercedes reported that the W13 has so far not been able to produce the pace shown in Hungary with both drivers struggling with aero balance and getting the tyres in a good working window in the cooler temperatures of Belgium.
"Everyone's working hard for improvements and we came here very optimistic that we're going to close the gap, so to be 1.8 seconds behind is a real kick in the teeth but it is what it is," said Hamilton.
Sainz was able to rocket to the second quickest Q3 spot with a slip stream provided by teammate, Charles Leclerc.
"It was very tight and it took quite a bit of teamwork - with Charles and Carlos towing each other - to be able to extract the last thousands of a second to get Carlos on P1 for tomorrow," said Ferrari Sporting Director, Laurent Mekies.
Leclerc will start 16th on Sunday, one position behind points leader Verstappen.
Red Bull's Perez and Verstappen were first and second quickest in FP3 earlier in the day.
The Belgian Grand Prix gets under way Sunday at 15 CEST at Spa-Francorchamps.
